English | Español | Français UNIFEM Executive Director Inés Alberdi: New UN Gender Entity a Historic Step for Gender Equality and the Empowerment of Women This is a historic moment. On Friday, 2 July, the United Nations General Assembly unanimously decided to establish UN Women, the UN Entity for Gender Equality and the Empowerment of Women. The creation of a strong UN organization that will be a champion to promote and advance the rights of women and girls worldwide has been a goal we have been advocating for many years, and I know that you will join me in celebrating and embracing this momentous achievement. As many of you will know, UN Women will merge UNIFEM with its three existing sister UN entities working on gender issues – the Division for the Advancement of Women (DAW); the Office of the Special Advisor for Gender Issues (OSAGI); and the UN International Research and Training Institute for the Advancement of Women (INSTRAW). For many years, we have effectively worked with national, regional and global partners to generate a stronger public policy response to previously under-recognized women's rights issues, such as ending violence against women, increasing women's political participation, and prioritizing women's leadership in forging peace and security. At the same time, we have faced serious challenges in our efforts to support countries to implement commitments to gender equality, in part because of inadequate funding and because there was no single recognized driver to lead the UN response for gender equality support. This is why we wholeheartedly joined women’s rights advocates and UN Member States in the call to strengthen the UN system to render even stronger support to the advancement of gender equality. The creation of UN Women marks a great new beginning, not an end. The kind of work that UNIFEM has supported will continue as we merge into an institution that will be more robust and coherent, better positioned and resourced than the sum of its constituent parts. Through UN Women, we will be stronger in our mutual goal to end violence against women. Let’s seize this moment, and the momentum, and work with renewed energy and enthusiasm. June 24, 2010 Open Day: Powerful Messages to Speed International Commitments

The UN-organized Global Open Day for Women and Peace continued in mid-June with senior UN officials and women peace advocates engaging in vibrant exchanges of proposed actions for improving women’s participation in peace processes.

In more than 20 countries, the Global Open Day is helping to kick off preparations for the 10th anniversary of UN Security Council resolution 1325 on women, peace and security. A set of recommendations from the event will go to the UN Security Council before it meets in October to debate the resolution’s track record and future implementation.

UNIFEM Executive Director Inés Alberdi attended the Global Open Day in Sudan, saying it would send a “powerful message of urgency” to the council. She highlighted recent progress in recognizing that conflict-related sexual violence needs immediate attention, but stressed that the level of sexual violence in crises remains “dreadful.” Other shortfalls include the low number of women in peace negotiations and the lack of financing of women’s needs in post-conflict recovery plans.

In Afghanistan, Staffan de Mistura, Special Representative of the UN Secretary-General, listened to a spectrum of women’s proposals on security, conflict resolution and peacebuilding, justice and accountability, and sexual violence. Mistura called for new dialogues guided by the Constitution, which guarantees “space to protect the gains made by women.”

More than 60 women from civil society groups in Burundi met with the Secretary-General’s Executive Representative Charles Petrie and mapped priority actions, such as creating a national 1325 committee to monitor progress on priorities identified during the Global Open Day. They underscored the importance of training women to assume peace and security roles, strengthening laws on gender equality and establishing special legal mechanisms for women survivors of violence.

Guinea-Bissau should have women in at least 25 percent of all national peace and decision-making positions, advocates said in a meeting with Special Representative of the Secretary-General Joseph Mutaboba. They also encouraged the international community to evaluate all forms of assistance from a gender perspective.

Women in Pakistan adopted the slogan “We don’t want to make conflict or crisis safer for women — we want to stop these altogether!” In talks with UN special Envoy for UN Assistance to Pakistan, Ambassador Jean Maurice Ripert, they called for zero tolerance for sexual and gender-based violence, and put forward gender budgeting as an essential tool in translating post-conflict recovery spending into benefits for women.

In Senegal, the Special Representative of the Secretary-General and head of the UN Office for West Africa, Said Djinnit, committed to organizing a regional 1325 conference for West Africa at a session with women from the political, social development and academic spheres.

Women in Timor-Leste proposed gender parity in the national police and an international tribunal to address crimes created during years of conflict — women made up a majority of the victims. The Special Representative of the UN Secretary-General, Ameerah Haq, highlighted successful efforts to protect women from violence, and visited a shelter for domestic or sexual violence survivors. She emphasized that much more needs to be done in ensuring equal access to justice and resources, and rallied women’s advocates by stating, “Do not be apologetic in raising your concerns.”

Other Global Open Day events have taken place in the Democratic Republic of Congo, Kosovo, Liberia, Nepal, Sierra Leone and Somalia.

Women and girls hardly ever fight the world's wars, but they often suffer the most. Increasingly, they are the direct targets of fighting, when sexual violence is deliberately used as a tactic of warfare.

And yet fewer than 10 percent of the people who negotiate peace deals are women, and only about three dozen individuals have been convicted and jailed by international war crimes tribunals for committing or commanding widespread sexual violence.

Sexual violence in conflict is NOT inevitable. It can be stopped.

Ten years ago, in its landmark resolution 1325, the United Nations Security Council called for women's full and equal participation in all elements of peacemaking, and for prevention of this kind of violence. But implementation of this historic resolution has been too slow.

Say NO – UNiTE

Say NO – UNiTE to End Violence against Women is a global call for action, launched in November 2009, on ending violence against women and girls. It is presented by UNIFEM as a contribution to advance the objectives of UN Secretary-General Ban Ki-moon’s campaign UNiTE to End Violence against Women through social mobilization. UNIFEM Goodwill Ambassador Nicole Kidman is the Spokesperson of Say NO.

Based on country data available, up to 70 per cent of women experience physical or sexual violence from men in their lifetime. It happens everywhere – at home and at work, on the streets and in schools, during peacetime and in conflict. Violence against women and girls has far- reaching consequences, harming families and communities, stunting human development, and undermining economic growth. Everyone has a role to play in combating this global pandemic; the time to act together is NOW.

Say NO aims to trigger and highlight actions by individuals, governments and civil society partners. Actions can range from reaching out to students at schools, to volunteering at local shelters, advocating for legislation or donating funds towards programmes that protect women and girls from violence. Every action will be counted to showcase the global groundswell of engagement that exists on the issue. The initial target — 100,000 actions by March 2010 — was exceeded. The final goal is to collect 1 million actions by November 2010.

Say NO builds upon the momentum generated during its first phase when 5,066,549 people signed on to a global call to make ending violence against women a top priority worldwide. Heads of States and Ministers from 69 Governments and more than 600 Parliamentarians have added their names to Say NO since then.

Working through traditional as well as online networks and social media, Say NO engages participants from all walks of life. A range of web-based and other tools available on saynotoviolence.org supports partners in their advocacy efforts, highlight stheir work to a global audience and inspires others.

In line with the Secretary-General’s campaign framework that calls for an increase in funding for the multi-lateral UN Trust Fund in Support of Actions to Eliminate Violence against Women, Say NO encourages donations for the UN Trust Fund, which supports local and national programmes catalyzing change on the ground.

Say NO - UNiTE to End Violence against Women is an expanding global coalition of individuals, organizations, governments and the private sector to realize a vision that is ambitious, but must never be impossible – a future that is free from violence against women and girls. English | Español | Français   Northern Uganda: Leader Says NO to Gender Violence “Today, I disassociate myself from anybody who will use culture as a justification for violence against women. Read more » Five Questions for… Eva-Britt Svensson Eva-Britt Svensson is a member of the European Parliament, the chair of its Women’s Rights and Gender Equality Committee and a survivor of domestic violence. She played an instrumental role in securing the Parliament’s majority endorsement of the Say NO campaign in 2009, followed by a parliamentary resolution on eliminating violence against women and a call by the European Council to improve legislation and support for survivors of violence. In March 2010, Ms. Svensson chaired a parliamentary public hearing on an EU-wide strategy to combat violence against women, and joined a celebration of Say NO - UNiTE achievements at the UN Commission on the Status of Women.
